Manpower Bulgaria is currently looking for one of its most respectful clients for motivated and self-sufficient people for the position of: Sourcing buyer Key responsibilities: • Select suppliers based on project requirements and defined global commodity strategies in accordance with defined guidelines for proper selection and evaluation of suppliers; • Negotiate the best value with suppliers for IBM and ensure immediate cost optimization as well as ongoing competitiveness and coverage of all further non-commercial requirements; • Ensure the Procurement Cost Contribution targets are met/exceeded; • Manage the strategic relationship with Supplier at a senior level; • Maintain effective audit trails for all sourcing activities and ensure compliance with all applicable guidelines • Ability to work self suffiently in a globally integrated environment; • Advice and guide business on third party supplier commercial relationships, engage with the business at a very early stage of the solution design in order to influence the solution to be in line with global Procurement commodity strategies • Ensure an effective procurement process is defined and operated • Ensure commitment of funds is approved by a procurement organisation that has received a specific delegation of Procurement authority

Main Requirements: • Fluency in English – both written and spoken • Fluency in Dutch • Good knowledge of the market place for Telecommunication (Fixed, Mobile, Data) • Understanding of the technologies used in the process – MPLS, WAN, Dark Fiber, Managed Services, LAN, Mobile, 3G, LTE) • Awareness of the current regulations as well as given legislation (Data Privacy)
